Focus

Creative design · Agency approvals · Direct mail production

District Consulting led the creative design, visual layout, and production coordination for the DC Department of Small and Local Business Development’s Ward 8 direct mail outreach. Working primarily with existing program language rather than developing extensive new copy, we turned funding and business-support information into a visually engaging postcard. Our work included recommendations on photographic alignment and QR-code tracking, coordination of revisions and approvals involving multiple DC agencies, and oversight of print and USPS preparation within a two-week deadline.

01 / The client

Connecting Ward 8 businesses to available support.

The Inno.ED Department within the District of Columbia Department of Small and Local Business Development (DSLBD) sought to raise awareness of newly available grants, funding, and business assistance.

The outreach was intended for businesses in Ward 8, where clear and timely communication about funding and support programs mattered.

02 / The challenge

Reach a defined audience within two weeks.

DSLBD needed to produce and prepare a visually compelling postcard for Ward 8 businesses within a two-week window. The schedule depended on input, review, and approvals from multiple DC agencies, leaving little room for disconnected design revisions or production delays.

The creative needed to organize largely pre-existing program information clearly, use photography and calls to action deliberately, and meet government branding and mail-production requirements while keeping stakeholders aligned on deadlines.

03 / Our approach

Own the design and keep approvals moving.

  1. Own the creative design and layout

Developed the postcard design and page layout, establishing information hierarchy, legibility, and an engaging presentation for the funding and support details. The assignment focused on the creative treatment of the message, not extensive original copywriting.

  2. Recommend photography and response tracking improvements

Provided creative guidance on photo selection, placement, and alignment with the campaign message. Recommended QR-code tracking considerations to help the agencies evaluate response pathways; these were recommendations, not a claim of measured QR-code results.

  3. Coordinate multi-agency reviews and approvals

Managed compressed feedback and approval timelines involving multiple DC agencies, incorporating revisions while keeping the design and production process moving toward a fixed handoff date.

  4. Oversee print and USPS preparation

Coordinated print production, production scheduling, and presort specifications so the approved postcards could be prepared and handed to USPS on time.

04 / What changed

Design and coordination delivered on schedule.

100% on-time USPS handoff

The approved case study reports that all postcards were printed, prepared, and delivered to USPS by the agreed deadline.

Distinctive, usable postcard design

The completed front-and-back design organized program information into a legible visual presentation, supported by deliberate image placement and clear directions for learning more.

Coordinated multi-agency execution

The design and revisions were managed around interagency approval dependencies while maintaining the branding, production quality, and postal requirements of the project.

The resulting campaign was printed, prepared, and delivered to USPS within the deadline. District Consulting’s central contribution was full ownership of creative execution and coordinated delivery under a demanding interagency schedule. QR-code tracking was a recommendation; the case study does not establish scan volumes, application growth, or measured awareness lift.
